The City Checking Circle

Every year the King, Queen and retinue must make a circle of all six other Mer cities, collecting small tributes and checking on things. They make sure their rulettes are doing well. (Rulette: a ruler beneath a ruler). THey must bring their children, their servants, men and maids in waiting, and their children's serving people, maids in waiting and tutors.
